    Well, just because a reactor can be used to make a nuclear weapon, doesn't actually make it one. (iirc, JC has stated that international law still prohibits WMD's in space)

    I think you mean Neutron bomb, not antimatter. Antimatter makes a big boom. Neutron bombs kill all loving things and leave structures and infrastructure intact with no left-over radiation. We are actually closer to neutron bombs than we are to antimatter ones in real life. We might even have them already but the militaries are keeping it quiet.
