I suspect they didn't have a choice. Hell's Gate probadly grew out of the intial expedition to Pandora's landing zone. When RDA was given control over it they probadly felt that moving the base was unnessarcy and too costly (remember that intial mine was enough for thier needs at the time and relations with the na'vi were probadly better.) Ultimately just bad luck.

On a side note the use of nuclear weapons in space is banned under the space laws, though the presence of atomic and anti-matter spacecraft means it has probadly been rewritten.

Well, just because a reactor can be used to make a nuclear weapon, doesn't actually make it one. (iirc, JC has stated that international law still prohibits WMD's in space)

This is over 100 years in the future and humans have the technology for interstellar travel, we can confidently assume by then we would have made antimatter bombs and weapons

A powerful antimatter bomb could probably obliterate all life on pandora, leaving all the unobtanium. If Avatar was actually real and in the future humans needed the mineral for our survival, Id imagine we probably would do something like that

I think you mean Neutron bomb, not antimatter. Antimatter makes a big boom. Neutron bombs kill all loving things and leave structures and infrastructure intact with no left-over radiation. We are actually closer to neutron bombs than we are to antimatter ones in real life. We might even have them already but the militaries are keeping it quiet.
