A louie in military speak is a lieutenant the lowest officer in the US Marines and US Army.

And yes the shaved tail part is like "wet behind the ears" someone that doesn't know anybody or anything. And then we see by the scars that no matter what you knew before, you have no idea what your getting yourself into!

Calling someone "shave tailed" I would venture a guess that it was referring to the fact that a junior officer is so young that he has either no hair on his @$$ due to lack of maturity or he thought he was savvy, found he wasn't and got his backside shaved to remind him.

The "looey" part is often spoken out of the second lieutenants presence, he still outranks you. Our preferred term was GSB (Goofy Stupid Boot). A boot being an individual recently graduated from boot camp.

    A few adages:

Never let the lieutenant have the right map and functional compass, he'll get you lost in the latrine in two seconds.

Try not to laugh too loud or long when he says "It's been my experience...(anything)." He ain't got none.

Yes, there is no doubt that a 'shaved-tail looie' is a young, inexperienced officer. Young, inexperienced officers are expected to do dumb things. So, when Quaritch, a mature, experienced officer got himself clawed up on his first day on Pandora he definitely felt like a shaved-tail looie. Milspeak, gotta love it.
