    Blu-ray runs at 24fps. NTSC DVD runs at 29.97fps and PAL DVD at 25fps.

    What really makes the difference is partly the bitrate (25mhz is common on blu-ray, only up to 8mhz on DVD so it has much reduced compression artfacting or blockyness) but mostly it's because it's in high definition - blu-ray is 1920x1080 pixels, DVD is only 720x576 for PAL, 720x480 for NTSC, so it has a much higher resolution.
