That "dying world" would be Earth, which is where they're all going.

I deal with this a bit in my fan fictions. http://www.fanfiction.net/s/6161057/1/The_Option
But I'm guessing that there is some sort of space station orbiting Pandora. It just makes sense for there to be such a thing. Probably the first big ship to visit Pandora (possibly an unmanned probe) was turned into a permanent space station and added to later on. I'm also guessing that since more people arrive on Pandora than leave and since unobtainium is vastly more valuable than cryo-chambers that every time an ISV arrives some of its cryo-chambers get stripped out to make more room for unbotainium. These extra cryo-chambers have been piling up and now by cramming every one that will fit into the ISV and setting up the rest on the space station they can probably fit all the personnel from Pandora. I mean surely there is SOME way they can do this. The humans aren't going to quietly get on the shuttles knowing that they'll die once they get out into space![]()

You guys forget that the main load of the ISVs was the unobtainium. They may not have had enough cryo chambers, but they certainly would have been able to hold more than a hundred humans with an empty hull.
Also, the scientists were probably allowed to stay (Avatar drivers, support crew, etc.). You don't get any indication of it in he movie (as the lab looks shut down), but Jake was the leader of all of The People at the time. He knew who would stay, I'm sure.

One problem, the cargo pods are unpressurised and seperate from the habitation decks. even if they could pressurise them they wouldn't have enought air and food to keep them alive, and even if they could the confinned space would reduce them to insane wrecks after only a few months of a 6 year mission.
one thing that everybody commenting in this thread,is forgetting,is that Col. Coffeecup told Jake that he had gotten corporate approval for Jake's legs operation and that he was 'going home tonight on the next shuttle'. this tells me that another ISV was in orbit around Pandora, and this meeting between Coffeecup and Jake was the night of the DreamHunt,a day or so before Hometree Destruction, and the Final Battle a day or so after that,so it stands to reason that the ISV was still parked in orbit, and that is what the human survivors went home on. however,i do like MAZ's idea that maybe the ISV is still in orbit at the time of the next sequel....maybe they didn't have enough pods to take everyone home or Parker still had a plan...i don't know.

There is of course one solution to the people they couldn't fit on the ship. they drew lots and shot the people they couldn't get on. One more event to drum up support back on earth for a counter-attack.
