He's a Marine, so he naturally wants to keep in shape as best he can. He obviously can't do anything about his legs, so the manual wheelchair naturally gives a great arm workout. It's also a lot lighter, faster and more agile. I mean, just imagine the escape scene with Jake in a motorized wheelchair!
I think having a motorized wheelchair would be a bit distracting and take away from his character. It could even be taken as a mockery. Also, what Dusso said is spot on.
A better question should be how comes Hell's Gate has fully wheelchair access?
probably doesn't, but all he needed to do was go to the lab and the control tower and Hell's gate has an elevator so you can access all levels by that

Ok, that was kind of stupid. What I meant was that was another place Jake would have to be able access to (and now that I think about it there's also the helicopter garage). Still I don't think people would kept such a place freely accessble to wheelchairs, think of all the trailing cables and dumped junk.

pretty sure there are elevators and there are allot things with wheels. that is why it is has weelchair access.
ohh and quaritch wouldn't mind to order someone to place a few plates only to get what he wanted.
