For those who aren't willing to commit to a permanent tattoo, you can buy UV markers - markers with ink that only shows up under UV light. They're cheap, but you'll probably have to order them online (google "UV marker").
The "permanent" ones will last several days on skin, less if you try hard to wash them off, and the ink is basically invisible under normal light.
I hope to start seeing lots of bioluminescent people at parties!

For me it's not about commitment, it's about lack of ~$200 to get it done :P
But thanks for the tip about the markers, will definitely do this the next time I go to a rave or other blacklit event.

ohh UV markers look fun :) i already have tattoos, but i don't know much about UV tattoos, so i don't think i'll be getting that kind anytime soon hehe

I'm going to have to find some of those markers now :D For anyone that does try the UV markers and wants to wash them off easily, hand sanitizer and alcohol wipes work the best.

When I went to 'Google' UV Tattoo - also picked up this little gem of an idea:

Can you can put the UV rays into good use? Yes, you can If you’re the one who wishes to get a tattoo (not the permanent one) why not give it a try.
The next time you tan, why not grab a Sun Tattoo and put those UV rays into good use. The soft stenciled patterns allows sun to hit only certain areas on your body. Bake long enough and you’ve got yourself a very unique tan. Of course I can’t endorse tanning since for the most part is dangerous but if you’re one whom can’t stay away from the sun and have a wild flair for the unusual, you might like this.

Thats actually kind of cool, although that might be a little awkward when youre at the beach and are laying down with that cover on you :p
I really want those uv markers though!

That looks fun. Maybe I'll try that this summer.

Caveat for anyone that does this:
Permanent marker ink is not the best thing for your health. Occasionally putting some dots on yourself or your friends isn't going to hurt anyone, but I wouldn't recommend trying to cover entire limbs or doing it all the time.
If you find yourself continually refreshing your design, I recommend sacking up and getting inked.

I've done the pattern tanning in the past and it's the next best thing to a tattoo. A friend of mine put sun screen on their hands and left several hand prints over my back and shoulders. I had no sun screen on otherwise and by the end of the day I had ghost hands all over me. It was very creepy and cool at the same time.
I've always wanted to try a tiger striped design using stencils, sun screen and no sun screen for a multilayered effect. I might try that this spring when things warm up, it would be a good match for the Na'vi dots :D
