Pirates win, no competition! YAAARGHH! Ninjas are most effective at night, when it's dark but Pirates are off-shore on their boat when it's dark and if Ninja's somehow find a way to travel on water the Pirates can blast the s*** outa them with their cannons.

You forget the inverse ninja law - the less ninjas there are, the stronger the ninja. So the pirates would win the fight until there remained one ninja. Who would then become death incarnate.
